The contract was awarded on 22 September under the Prison Education Dynamic Purchasing System and is due to run from 1 October 2026 until 31 March 2027.
The Ministry of Justice says the programme will provide practical scaffolding training designed to help prisoners secure employment with scaffolding and construction companies after release.
The award continues Fulcrum’s work in prison-based scaffolding training. Earlier this year, the company was awarded a separate contract at HMP Brinsford covering a spring training programme.
That earlier programme included classroom learning, practical training and sector-specific accreditation, including CISRS COTS and a CSCS Level 1 Green Labourer Card, as well as an interview for a paid vacancy with a linked employer.
The latest award notice does not specify whether the new six-month programme will use the same qualifications or employer pathway, so those details remain to be confirmed.
Fulcrum has developed a broader role in prison rehabilitation and employment programmes. Government guidance on employing prisoners and ex-offenders lists the company as a provider of accredited practical scaffolding training with links to national employers.
The approach is intended to create a direct route from custody into work by combining training with recognised industry credentials and contact with potential employers.
