Construction Industry Training Board

The Construction Industry Training Board (CITB) is the industry training board and skills authority for the construction sector in Great Britain. Established under the Industrial Training Act 1964, CITB is a statutory non-departmental public body that works with employers, training providers, and colleges to ensure the construction industry has access to a skilled and competent workforce. CITB raises a levy from construction employers and reinvests this funding in training grants, apprenticeships, and workforce development programmes. For the scaffolding industry specifically, CITB plays a vital role in approving and funding CISRS-aligned training courses, apprenticeship frameworks, and skills cards such as the CSCS (Construction Skills Certification Scheme), which is widely required by site managers as evidence of occupational competence.

CITB administers the CSCS card scheme in partnership with a number of industry organisations and maintains a central repository for information on qualifications, apprenticeships, and workforce pathways. The board also publishes regular labour market intelligence reports that provide valuable data on workforce trends, skills shortages, and projected demand across all construction trades including scaffolding. CITB has undergone significant reform in recent years, with a renewed focus on digital training delivery, employer responsiveness, and targeted investment in areas of the greatest skills need, including new entrant training and the development of advanced technical qualifications for specialist trades such as scaffolding supervision and scaffold design.
