£4.5m scaffolding framework opens for contractors in North East and Yorkshire

Beyond Housing has opened bidding for a £4.5m scaffolding framework covering planned and reactive works across its property portfolio in the North East and North Yorkshire.

The housing provider published the formal tender on 21 August, following preliminary market engagement earlier in the summer.

The framework covers scaffold design, erection, hire and dismantling and is split into three geographical lots covering Redcar and Cleveland, Scarborough and surrounding areas including Filey, and Whitby and surrounding areas.

The total estimated value is £4.5m including VAT. The Redcar and Cleveland and Scarborough lots are each valued at an estimated £1.75m, while the Whitby lot is valued at £1.5m.

Beyond Housing intends to appoint a maximum of two contractors to each lot, creating a framework of up to six supplier positions. Contractors can compete for more than one geographical area.

Call-off work may be awarded directly using the contractor ranking established when the framework is awarded. Beyond Housing can also run further competitions between contractors appointed to the relevant lot, with those competitions assessed on price.

The procurement is specifically identified as suitable for small and medium-sized businesses. Tender submissions will be assessed 60% on quality and 40% on cost.

The framework is expected to begin on 1 May 2027. The initial term is 12 months, with provision for extensions. Beyond Housing states that appointment to the framework does not guarantee contractors a minimum volume or value of work.

The tender marks the next stage of a procurement process first signalled through preliminary market engagement in June. That earlier notice set out Beyond Housing’s intention to establish a framework for scaffold design, erection, hire and dismantling, but did not specify the £4.5m value or the three-lot structure now contained in the formal competition.

Contractors have until 1pm on 5 October 2026 to submit bids through Beyond Housing’s In-tend procurement portal. The deadline for tender enquiries is 1pm on 25 September.
